Legislators Send Governor Nixon Bill Banning Document Scans

A bill is on its way to Governor Jay Nixon that would forbid the Missouri Department of Revenue from scanning and storing source documents of driver’s license and non-driver’s license applicants.

Last month, Governor Nixon ordered the agency to cease scanning documents of conceal carry weapons applicants, but scanning for other license applicants continues.

The bill approved Wednesday was sponsored in the Senate by Republican Will Kraus of Lee’s Summit. He says he thinks the Nixon will sign the bill.

Missouri Governor Jay Nixon, a Democrat, has vetoed legislation that would eliminate a tax credit for elderly Missourians who rent their homes.

House and Senate Republicans voted to do away with the so-called "Senior Citizens Circuit Breaker" as a means of shoring up funding for the First Steps program, which aids children with developmental disabilities.

In his veto letter, Nixon voiced disapproval of using money designated for seniors for other purposes, and stated that the bill contained no tax credit reforms.

Missoui Governor Jay Nixon, a Democrat, delivered a mixed report card Friday on the state budget and other bills passed by the Republican-controlled Missouri General Assembly this week.

While he complimented lawmakers for increasing funding for K-12 schools and higher education, he also criticized them for passing legislation that would cut state income tax rates for individuals and corporations. He told reporters that the bill would gut state revenues by more than $800 million.

Missouri House and Senate budget negotiators have crafted a final version of next year's state budget.

The nearly $25 billion spending plan includes a $66 million increase for K-12 schools, and a $25 million hike for state universities and community colleges. It still does not include the Medicaid expansion proposed by Democratic Governor Jay Nixon, which disappointed committee member and State Senator Kiki Curls, also a Democrat, from Kansas City.

Republicans in the Missouri Senate have scaled back a proposal to cut state taxes in order to emulate tax cuts in neighboring Kansas and Oklahoma.

Missouri Governor Jay Nixon, a Democrat, has strongly objected to the bill's sales tax hike, saying it would hurt the poor and elderly the most. That provision has been dropped.

House Bill 253 would now cut the personal income tax rate by half a percentage point and the corporate rate by three points, and phase them both in over the next 10 years.

Missouri’s budget for the next fiscal year has been passed by the State House. While Medicaid expansion has dominated most of the debate, spending hikes were approved in other areas.

The nearly $25 billion spending plan adds an extra $65 million for K-12 schools, although the spending hike still falls short of fully funding the state’s public school formula.

Advocates Deliver Letters Supporting Medicaid Expansion

A group of advocates for Medicaid expansion delivered 1,500 letters to the head of one of the House subcommittees working on Missouri’s budget for next year.

John Bennett is a retired Disciples of Christ minister from Jefferson City. He gave the letters to Republican Sue Allen, who chairs the House Appropriations Committee on Health, Mental Health, and Social Services.

Allen says she appreciates their efforts.
