Ballot item aims to restrict petition process

KANSAS CITY – Question four on Kansas City's ballot would tighten the requirements needed to put petition measures to a citywide vote. While proponents feel the new requirements would strengthen the initiative petition process, opponents charge it's a chokehold on a practice inherent to democracy.
