KANSAS CITY, MO – This week Mayor Mark Funkhouser introduced a proposal in the city council to create a sales tax free zone in the area surrounding the 18th and Vine district. At an outdoor press conference at 27th and Troost he said he was trying to develop new economic development tools for the city's most distressed areas. KCUR's Sylvia Maria Gross went out to speak with local leaders about the proposal.
