Regional leaders, struggling with how a regional transit system would be governed, cast serious doubt on whether any plan can be ready for a public vote in November. Also, the mayor of North Kansas City questioned the cost-benefit ratio of transit for his community.The smoking ban Kansas City Missouri voters approved in April will go into effect at midnight tonight. Judge John O'Malley has lifted his temporary restraining order on the ordinance. A lawsuit filed by bar owners continues.Amtrak riders between Kansas City and Chicago still are taking the bus part of the way because of flooding. Full train service could resume tomorrow (Saturday).
