Months of uncertainty started to ebb today as the first tangibles of federal economic stimulus aid to Missouri became apparent. Officials in Kansas have unveiled a plan to distribute $380 million in federal economic stimulus money to improve the state's transportation system, including about $85 million to widen U.S. highway 69 in Overland Park.The Kansas House has passed a bill requiring cell phone companies to cooperate with law enforcement officials in an emergency. The 2007 kidnapping and murder of 18-year-old Kelsey Smith inspired the legislation. The bill now goes to the Senate.
