A third and final defendant has pleaded guilty to a crime so outrageous it struck veteran Kansas City area investigators with disbelief.

Funding uncertainty has prompted the Kansas Department of Transportation to put off building a nearly 30 million dollar interchange on Kansas highway 7 in the Kansas City area.
