KANSAS CITY, Mo. – The 3rd District encompasses the old northeast, and the east side down to Brush Creek. It has the highest rates of poverty and crime in the city, and neighborhoods are struggling to deal with vacancies and blight. KCUR's Sylvia Maria Gross talked to three candidates for the 3rd District At-Large for their perspectives on solving some of these problems. Those candidates are Melba Curls, Brandon Ellington, and Durwin Rice.
