Kansas City, MO – Over half of the inmates at the Kansas City jail have been imprisoned there at least three times before. Local corrections and community leaders say that's in large part due to untreated mental illness and substance abuse. But a new program at the Municipal Correctional Institution aims to break that cycle.

A coalition made up mostly of death penalty opponents wants a moratorium on capital punishment in Missouri and a study conducted on the state's execution system.

Missouri Democrat Claire McCaskill plans to introduce a bill to provide greater oversight of the financial bailout.

A new study ranks Kansas 10th out of 50 states in attracting foreign immigrant "knowledge workers."
