Theories abound as to why the 18th and Vine district has not yet met its potential as a cultural and commercial hub for Kansas City, the way it was in the past for the African American community. The cultural landscape has shifted in Kansas City in the past year, with the new Bloch expansion to the Nelson-Atkins Museum, and the World War I Museum at Liberty Memorial.
