Topeka Zoo Improving But Still May Face Penalties
The U.S. Department of Agriculture has filed a formal complaint against the Topeka Zoo, saying the facility violated animal care guidelines. The complaint says the zoo improperly housed and handled animals. Most of the alleged violations occurred between 2006 and 2010, a period in which at least nine animals died. Zoo Director Brendan Wiley says government inspectors know the zoo is making improvements, but they can't ignore the facility's history.

Kansas Governor Sam Brownback says he’s not opposed to renewing talks over a tax break given to TransCanada for its Keystone XL pipeline through Kansas. The oil pipe passes through six Kansas counties. Local governments haven’t collected any revenue because of a tax abatement passed by the legislature. Listen to more of the story here.
