Most Midwestern states have little to no regulations of Flock Safety cameras or other automated license plate readers. As surveillance companies face bipartisan backlash, that is likely to change during the next legislative session.

Cameras with license plate-reading capabilities are used by law enforcement agencies and cities around the U.S., including in Missouri and Kansas. But some residents are resisting the surveillance.

Almost a decade after Kansas City stopped using red-light cameras, the city is considering bringing them back. The funding from fines could go towards driver's ed classes, speed bumps and crosswalks.
