On Friday, February 15, Kansas City Public Schools agreed to a plan to reopen the shuttered Hale Cook elementary school in the Waldo neighborhood.

The redevelopment of each closed school building in Kansas City, Mo. tends to draw a small group of concerned residents.  And that was the case for the old Bingham Junior High School property, at 77th and Wyandotte in Waldo. Until Walmart came knocking.

Kansas City, Mo. – Modern DNA technology was unheard of in the 1970s as police in two Missouri cities struggled to find and stop a man who was attacking women. KCUR news has learned it was a mainstay of crime detection that led investigators in one town to help counterparts in the other. The common denominator is the man now charged in 1980s attacks around Kansas City's Waldo District.

Bernard Jackson stands charged in Kansas City with four rapes committed in 1983 and 1984. They are accusations, not convictions.

St Joseph, Mo. – A never-reported liaison between Kansas City and St Joseph police more than 30 years ago led to a conviction of a serial rapist, now charged with more rapes in Kansas City. Bernard Jackson was a suspect in at least two rapes of women in the Pony Express City in 1976 and 77. There was no physical evidence to charge him there.

Current St. Joseph Detective Commander Jim Connors tells KCUR Jackson was considered in both cities.

Kansas City, Mo. – Fifteen criminal charges dealing with rapes in and around the Waldo area are filed against one man. They are not for crimes last year and this, but for attacks more than 25 years ago. Law enforcers are very careful what they say about the freshest assaults.

Kansas City Police Chief Jim Corwin will only call 52 year old Bernard Jackson a 'person of interest' in the five rapes between last September and this February.
