Missouri was named as the worst offender in the country with 21 dealers listed in The Humane Society of The United States' 2021 annual 'The Horrible Hundred' report.

For the ninth year in a row, the state is home to the worst puppy mills in America.

That is according to a report from the Humane Society of the United States. A Missouri ballot initiative in 2010 was approved to put restrictions on puppy mills and their practices. In spite of this, the Missouri legislature overturned several of the measures in a separate bill passed during the following legislative session.
